![ ](./photos/Inatani.jpeg width="210px" align=left) [Tatsuhiko Inatani](https://researchmap.jp/7000008734?lang=en) is a Professor of law at Kyoto University Graduate School of Law. He is also the principal investigator of the "Artificial Intelligence and Law" unit at the Center for Interdisciplinary Studies of Law and Policy (CISLP) of Kyoto University and a visiting researcher at RIKEN AIP. He earned his B.A. from the University of Tokyo and his J.D. from Kyoto University. He has been conducting research on governance systems for balancing risk and innovation of the emerging technologies, like AI, IoT and the other autonomous systems, through interdisciplinary approach. He has been employing various disciplines, such as philosophy, economics, and cognitive science to explore the appropriate governance system. He has published several influential books and papers, including "Privacy Protection in Criminal Procedure(『刑事手続におけ るプライバシー保護』)" (Kobundo, 2017), "Architecture and Law(『アーキ テクチャと法』)" (Kobundo, 2017) (with Yoh Matsuo et al.), "Transforming Law and Society by AI(『AIで変わる法と社会』)" (Iwanami Shoten, 2020) (with Makoto Usami et al.) and “Law and Technology in a Global Digital Society” (Springer, 2022) (with Georg Borges et al.). He also serves to Japanese government as a member of the Ministry of Economy, Trade, and Industry's "New Governance Model in Society 5.0 Study Group" and the Digital Agency's "Working Group of Temporary Administrative Investigation Committee for Digitalization". **Title:** Agile Governance: Reflexive Governance System for Emerging Technology **Abstract:** Society 5.0,” the human-centric society where integrated physical and cyber space by AI and IoT allows people to find effective resolutions to social problems like aged society or climate change and to launch novel businesses which stimulate Japanese economic growth, is the one of the most important policy purposes of Japanese government. In this emerging society, it is expected that people interact with various autonomous robots in their daily life far more frequently than now. But due to the character of complex and autonomous system, it is very difficult for the government to appropriately manage risks caused by the “Society 5.0” through the current governance system. Faced with numerous difficulties, some experts now argue for the necessity of new governance system for the “Society 5.0”. The system is called as “Agile Governance.” In this presentation I will introduce the core principles of “Agile Governance” and explain the way how this governance system allows people to accept and interact with various autonomous robots, including autonomous driving system, autonomous drone system and various service robots, with “trust.
